KUCIMAT Logo

KUCIMAT stands for Kansas University City Managers and Trainees. It is the original name for the program's MPA alumni association. The city managers were the alumni and the students were considered the trainees. The first class graduated in 1950. While the organization maintains its original name, today the KU MPA alumni include people working in a variety of roles at all levels of government and in many nonprofit organizations.

2011 KUCIMAT Awards
Given at the ICMA Banquet in Milwaukee in September 2011

Katie Killen - Class of 2011: Intern Excellence Award
From her nomination letter by Carol Gonzalez, City Manager, Shawnee, Kan: “In 2009, the City received notice that we were eligible to receive $533,100 for energy efficiency projects. The senior staff person charged with administering the grant resigned in October 2010 and Katie stepped forward to take responsibility…[Because of her] we received excellent pricing to complete many of the originally planned grant projects, the City was left with unobligated and unspent funds. Katie took the initiative to identify a project to fast track for approval so that the City could maximize the remaining grant funding. Her initiative will result in a community outreach program to educate the public about energy efficiency through alternative lighting… Katie’s contributions during her internship and now in a regular staff position will have a substantial impact, not only to the organization, but also to the Shawnee community long into the future.”

Craig Weinaug – Class of 1976: Edwin O. Stene Award for Managerial Excellence
From his nomination letter by Sarah Plinsky, John Harrenstein, and Collin Bielser: “As the Douglas County Administrator for almost twenty years, Craig successfully led the organization through a number of challenging situations and 2011 has been no exception. Craig’s first approach to a community challenge is to put the needs of the community first…Craig’s dedication to public service continues with development of the profession.  He has sponsored KU MPA part-time interns for over a decade.  One of the gems of the Douglas County internship is sharing an office with Craig, and almost complete access to the County Administrator.  This exposure is ideal in developing young professionals… Craig is a man of the highest integrity and the biggest heart.”

Bob Herchert – Class of 1969: Lifetime Achievement Award
From his nomination letter by Bob Terrell: “In 1974 Herchert was appointed Assistant City Manager of Kansas City, Missouri, and in 1978 was appointed City Manager of Fort Worth, Texas, serving in that capacity until 1984. Herchert then pursued a private sector career. In 1990 he began as President and CEO for Freese and Nichols, Inc., providing engineering services related to water, wastewater and other infrastructure needs to municipalities throughout Texas.  Herchert has served as Chairman of Freese and Nichols since 2001…He has provided internships to at least 10 KU students and to others from Texas universities.

Herchert has been sensitive and supportive of diversity initiatives throughout his career…He appointed an African-American as the first senior assistant city manager and deputy city manager of Fort Worth.  The nominator, being an African-American, can honestly say that Herchert appointing him an assistant to the city manager and giving him meaningful work to perform, put him on the path to eventually become city manager of Fort Worth as well.”
